Job profile summary:

In support of the Site Procurement Manager (SPM), the Procurement Specialist (PS) provides procurement support to Manufacturing sites within the context of either the business as usual operation or project-based activity. The primary focus of the PS role is to understand the site’s requirements in support of a specific area of focus such as operations, maintenance, projects or TARs and ensure successful and compliant contract implementation. For a particular area of focus, the PS is responsible for developing a view of demand and site needs, translating this view into a delivery plan and then completing procurement activity against this plan. Supports the SPM to ensure site wide contract and Delegations of Financial Authority (DOA) compliance.
The PS also supports ‘break-in’ work which is not captured in the delivery plan i.e. occasions where the site requires procurement support to source goods or services. This may involve passing requirements to category teams or executing local sourcing. In addition, the PS may be called on to support category management initiatives which are specific to the site, subject to business demand and Procurement capacity.
In particular, the PS will support the Health Safety Security Environmental and Quality (HSSEQ) department in identifying annual or multi-year demand and providing day to day department level support. The PS will meet regularly with team leads and members from this department and interface between HSSEQ and the Category Teams. The PS will lead Supplier Performance Management reviews with vendors that provide HSSEQ goods and services.
Key Results/Accountabilities expected from role

Stakeholder Management
  • Act as the site-based interface to requesters on site and to local suppliers, as defined by the SPM, ensuring business stakeholders are satisfied with their Procurement service.
  • Work as part of a single Downstream Procurement organisation, providing a coordinated and aligned interface for business stakeholders, through effective communication and interaction with the global Downstream Procurement organisation
  • Provides specialist Procurement advice and guidance to business stakeholders
  • Represent Procurement and SPM in regular engagement with stakeholder groups (i.e. HSSEQ, HR, Finance, Admin Network, etc)
Demand & Planning and Strategy
  • Manages demand analysis and gathers business needs across spend, including management and planning
  • Leads local supplier performance management and compliance program (CAM program) on behalf of category management team including supplier planning, target setting and holding key
  • Manages inputs to regional and/or local business, supplier and demand insight provided to category teams to inform future category and sourcing strategy development
  • Work with category teams to ensure timeliness and quality of sourcing and contracting; oversee day to-day interaction with GBS
  • Work with Storehouse on identifying details regarding inbound shipments and delivery of equipment & materials relevant to stakeholder needs
  • Provide break-in support for short wavelength sourcing, contracting and negotiating (as required by category organization, due to business demand and capacity)
Key challenges faced on the role
  • Coordinating multiple requests from various inter-departmental stakeholders and functional partners. Role requires significant multi-tasking and prioritization skills.

Educational background
  • University degree in a technical or related equivalent business discipline or relevant years of experience required.

  • 3 - 5 years relevant experience required
  • Basic Application in tactical procurement
  • Skilled Application in supplier management
  • Skilled Application in business and demand planning
  • Basic Application in category strategy execution
  • Experience in Ariba e-sourcing or other e-procurement tools is desirable.

  • Skilled Application in Commercial negotiation skills.
